Governor of Hongkong reports that Viceroy of Canton has declined to reply to his request sent through Consul that Chinese officials & troops should be withdrawn from leased territory, and that on Friday last Chinese troops were sent into Kowloon City. This force is inconsistent with the military arrangements for the defence of Hongkong & cannot be reconciled with the Convention of June 9. 1898. Governor has been authorized to repeat demand that troops shall be removed by a specific date which he will fix.
Telegram that stringent orders be sent to the Viceroy to remove the troops & impress upon them that results of neglect to observe the stipulations of Convention will be serious.
